San Leon MUD requests the submission of qualifications statements which will lead to the possible award of separate contracts to provide Engineering, Financial Advisor, and Bond Counsel services for projects involving the San Leon MUD’s Wastewater System Improvements. The projects will be funded through the Texas Water Development Board's (TWDB) Clean Water State Revolving Fund (CWSRF). The services to be obtained will be civil engineering services for planning, design, and construction administration of all necessary wastewater system improvements as well as applicable legal, financial, and bond counsel services. San Leon MUD will evaluate the proposals to determine which firm(s) have the best qualifications. Professional services will be procured based on a competitive qualifications-based selection procurement process. Engineering services will be procured through an RFQ proposal process. Proposals must be received no later than 5:00 PM on Monday, November 28, 2022, at the offices of San Leon MUD, 443 24th Street, San Leon, Texas 77539. One original and two (2) copies of the proposal must be sealed and clearly marked on the face of the shipping material "CWSRF RFP". This procurement is subject to Environmental Protection Agency requirements in 40 CFR 31.36. Small, minority, and women business enterprises are encouraged to submit qualification statements for consideration. This RFQ includes EPA established MBE/WBE goals: MBE: CONSTRUCTION 19.44%; EQUIPMENT 16.28%; SERVICES 20.41%; SUPPLIES 25.34%.
